Ravvedimento Operoso Calculator

Reduced penalty and statutory interest for settling a late tax payment

Estimate for the voluntary settlement of omitted or late tax payments (form F24). The base penalty depends on the due date: 25% for breaches from 1 September 2024 (12.5% within 90 days), 30% for earlier ones (15% within 90 days); the voluntary-settlement reduction is applied to it. Statutory interest is calculated day by day at each year's rate (1.60% in 2026). This tool is for information only and does not replace an accountant; for tax-return liabilities the annual bands run from the return itself.

Ravvedimento operoso calculator: how it works

Ravvedimento operoso is Italy's voluntary settlement procedure: it lets you put right a tax you failed to pay, or paid late, by paying a reduced penalty instead of the full one, plus statutory interest. The sooner you settle, the smaller the penalty. This free tool works out what you owe today on form F24: the tax, the reduced penalty and the interest, starting from the amount due and the dates.

The calculation runs entirely in your browser. Enter the unpaid tax, the original due date and the date you are paying: you get the number of days late, the applicable settlement band, the reduced penalty, the statutory interest and the total. The tool covers the most common case, namely an omitted or late payment (a missed F24, for example), both for breaches committed from 1 September 2024 onwards and for earlier ones: the due date decides which penalty regime applies.

How ravvedimento operoso is calculated

The total is made up of three items:

  • Tax: the amount not paid, due in full.
  • Reduced penalty: you start from the base penalty, which depends on the due date, and apply the reduction fraction set out in art. 13 of Legislative Decree 472/1997, according to how late you are. For breaches from 1 September 2024 the base is 25% (halved to 12.5% if you settle within 90 days); for earlier ones it is 30% (15% within 90 days).
  • Statutory interest: calculated day by day at the statutory rate in force, which is 1.60% per year in 2026 (it was 2.00% in 2025). If the delay straddles two years, each period uses the rate for its own year.

The penalty reduction fractions, by length of delay, for breaches committed from 1 September 2024:

Delay in paymentReductionEffective rate*
Within 14 days (sprint)1/10, pro rata by dayabout 0.0833% per day
15 to 30 days1/101.25%
31 to 90 days1/9about 1.39%
91 days to 1 year1/83.125%
Over 1 year1/7about 3.57%

*Worked out on the base penalty of 25%, which within the first 90 days is halved to 12.5%. Under this regime the 1/7 reduction also applies beyond two years: the 1/6 reduction is only available to those who settle after receiving the Revenue Agency's draft assessment (schema di atto).

For breaches committed up to 31 August 2024 the previous regime still applies, with a higher base and one more band:

Delay in paymentReductionEffective rate**
Within 14 days (sprint)1/10, pro rata by day0.1% per day
15 to 30 days1/101.5%
31 to 90 days1/9about 1.67%
91 days to 1 year1/83.75%
1 to 2 years1/7about 4.29%
Over 2 years1/65%

**Worked out on the base penalty of 30%, halved to 15% within the first 90 days. Source for both tables: the Agenzia delle Entrate page "Ravvedimento - Come regolarizzare". Under both regimes there are less favourable reductions for those who settle after a formal audit report has been served (1/5), cases that do not depend on dates and are therefore not handled by this tool.

Worked example

Unpaid tax of €1,000, due on 16 January 2026 and paid on 5 February 2026, that is 20 days late (the "15 to 30 days" band, reduction to 1/10):

ItemAmount
Tax1.000,00 €
Reduced penalty (1.25%)12,50 €
Statutory interest (1.60% for 20 days)0,88 €
Total payable1.013,38 €

A due date before 1 September 2024 follows the previous regime. Tax of €1,000 due on 16 June 2023 and paid on 2 January 2024, that is 200 days late (the "91 days to 1 year" band, reduction to 1/8 of the 30% base penalty):

ItemAmount
Tax1.000,00 €
Reduced penalty (3.75%)37,50 €
Statutory interest (5% in 2023, 2.5% in 2024)27,33 €
Total payable1.064,83 €

The figures are illustrative: for your own case use the actual amount and dates.

Statutory interest rate by year

Interest on a voluntary settlement is calculated at the statutory rate, set each year by decree of the Ministry of the Economy. The most recent values: 5.00% in 2023, 2.50% in 2024, 2.00% in 2025 and 1.60% in 2026 (MEF decree of 10 December 2025). Where the delay spans more than one year, the calculator applies each period's own calendar-year rate.

How you pay: form F24 and the tax codes

The settlement takes effect when you pay the tax, penalty and interest together in a single payment using form F24. The penalty and the interest have their own tax codes, which differ from tax to tax. Two of the most common examples: for IRPEF you use code 8901 for the penalty and 1989 for the interest; for VAT, code 8904 for the penalty and 1991 for the interest. For other taxes (IMU, for instance, where penalty and interest are paid together with the tax using the municipality's codes) always check the correct codes on the form or with a professional.

When you can use ravvedimento

Voluntary settlement is available as long as the breach has not already been challenged by a formal assessment or demand. It does remain open, with smaller reductions, even after an audit report has been served. This tool deals with omitted or late payments; tax-return breaches (an omitted or inaccurate return) follow a different penalty regime and are not covered by the calculation. In any case the result is an indicative estimate and does not replace advice from an accountant.

Frequently asked questions

How big is the penalty under ravvedimento operoso?

For breaches from 1 September 2024 you start from the base penalty of 25% (reduced to 12.5% within 90 days) and apply a fraction that depends on the delay: 1/10 within 30 days, 1/9 within 90 days, 1/8 within a year, 1/7 beyond that. For earlier breaches the base is 30% (15% within 90 days) and the fractions are 1/10, 1/9, 1/8, 1/7 within two years and 1/6 beyond. Within the first 14 days the penalty is reduced further, in proportion to the number of days.

Which regime applies to a 2023 due date?

The one in force before the reform: what counts is when the breach was committed, that is the missed due date, not the date you pay. A due date up to 31 August 2024 uses the 30% base, even if you settle today. The calculator works this out by itself from the due date.

What is the statutory interest rate in 2026?

The statutory rate is 1.60% per year from 1 January 2026, set by the Ministry of the Economy decree of 10 December 2025. In 2025 it was 2.00%. Interest on a voluntary settlement is calculated day by day on an annual basis.

How is interest calculated if the delay straddles two years?

The period is split by calendar year and each part is charged the statutory rate for that year. For example, a delay running from November 2025 to February 2026 uses 2.00% for the days in 2025 and 1.60% for those in 2026.

Can you always use ravvedimento operoso?

Yes, as long as the breach has not already been challenged by an assessment notice or a demand. After an audit report has been served it remains possible, but with a less favourable penalty reduction (to 1/5).
